Cornwall Council is seeking consultants for a four-year, £130million development management framework.

The contract agreement consists of three lots that will be used to undertake services that include development, project and cost management.

In addition, tenderers will also be expected to undertake site supervision, health and safety assessments and multi-disciplinary construction design services.

Tenders may only be submitted for a single lot of the three available.

Lot no: 1 – £20m

Appointment of a development manager to act on behalf of the client in the management of the development process. This covers the period from the emergence of the initial concept to the completion of the client brief, monitoring and the review of the design and construction process.

Finally, the tenderer will be expected to oversee the transition of the project into the operational phase.

Lot no: 2 – £100m

The consultant appointed to the lot will be responsible for project management, pre- and post-contract cost management, site supervision services and multi-disciplinary construction design.

Lot no: 3 – £10m

The consultant shall undertake site assessments and will monitor and report on activities. This includes assessing and reporting on the performance of the site’s health and safety contractors to ensure operations are being conducted in a safe manner.

It is expected that a minimum of 1—20 sites will be active concurrently, but during the school holidays the number can peak at over 60 sites – each requiring an assessment at least once every two weeks.

Tenders must demonstrate their ability to manage such a workload.

The time limit for receipt of tenders or requests to participate is the 30^th July, with work is expected to begin in August.
