Sewer rehabilitation works framework for Thames Water worth £124.5m opens for bidding

30th September 2020

Thames Water Utilities Ltd (TW) wishes to establish a framework agreement for a range of sewer rehabilitation works and services for all gravity sewers and pressurised waste water pipes across the entire TW region. The estimated total value is £124.5m.

TW have 109,000 km of underground sewer pipes across its waste water operating area, the majority of which have been in the ground for many years. Over time, the structure and lining of sewers or rising mains degrades, gets damaged and eroded away, leading to the need for repair or replacement.

The framework has been split into 5 lots to reflect the variations in volume and complexity of appropriate rehabilitation services for different waste water assets and operational situations.

Applicants are invited to apply for the following lots:

Lot 1: Structural Lining and Patch Repairs – value £59.5m – envisaged number of candidates – 8

TW wish to award this lot to up to 5 suppliers that are capable of supplying all sewer rehabilitation activities covered within scope of this lot throughout the duration of the contract.

Activities: no dig rehabilitation of sewers by cast in place pipe lining or patching with a structural or semi-structural liner or patch. Flow management and CCTV surveys will need to be utilised where required. Reinstatement of lateral connections, generally via robotic techniques.

These lining techniques and trenchless technologies would include but not be limited to: lining using cured-in-place-pipes; lining using cured-in-place-pipes for patch repairs; local repairs to manholes.

Lot 2: Leak Tight Lining and Associated Manhole Sealing – value £3.75m – envisaged number of candidates – 5

TW wish to award this Lot to up to 3 suppliers that are capable of supplying all sewer rehabilitation activities covered within scope of this lot throughout the duration of the contract.

Note: if you wish to apply for this lot; you must also apply for lot 1.

Activities: rehabilitation of sewers using leak tight sewer liner or coating techniques and material sealing of manhole chamber, inspection chambers or other subterranean civils structures in the line or directly associated with the sewer line. Reinstatement of lateral connections, generally via robotic techniques.

These lining techniques and trenchless technologies would include but not be limited to: lining using cured-in-place-pipes; lining using cured-in-place-pipes for patch repairs; local repairs to manholes; repointing/trowelled material; injection grouting; resin injection; lateral sealing / remediation; mechanical joint sealing.

Lot 3: No/Low Dig Asset Replacement – value £10.25m – envisaged number of candidates – 5

TW wish to award this lot to up to 3 suppliers that are capable of supplying all sewer rehabilitation activities covered within scope of this lot throughout the duration of the contract.

Activities: activity to structurally replace underground sewers by way of on-line or off-line technique utilising no or minimal dig approaches.

These lining techniques and trenchless technologies would include but not be limited to: lining using close-fit pipes; lining with spirally-wound pipes with annulus grouting; slip lining; local repairs to manholes; local repairs to sewers via man entry; reinforced shotcrete placement and concrete placement; repointing/trowelled material; injection grouting; resin injection; lateral sealing/remediation; panel lining systems; stabilisation works; pipe rerounding; pipe bursting; guided augering.

Lot 4: Rising mains/Pressure Mains – value £11m – envisaged number of candidates – 5

TW wish to award this lot to up to 3 suppliers that are capable of supplying all sewer rehabilitation activities covered within scope of this lot throughout the duration of the contract.

Activities: the rehabilitation by way of lining, coating, or other applicable technique of pressure/pumping main sewers using no or minimal dig approaches.

These lining techniques and trenchless technologies would include but not be limited to: lining using cured-in-place-pipes for pressurised systems; primus liner; non-man entry in-situ coatings; spray lining; local repairs to manholes; resin injection; mechanical joint sealing.

Lot 5: Complex sewer rehabilitation (including Sewers Crossing Railways) – value £40m – envisaged number of candidates – 5.

TW wish to award this lot to up to 3 suppliers that are capable of supplying all sewer rehabilitation activities covered within scope of this Lot throughout the duration of the contract.

Activities: the rehabilitation of gravity sewers in complex locations, such as under railways, runways or major highways. Rehabilitation of sewers in complex access situations such as deep or large diameter sewers. Relining or stabilising sewers using mixtures of techniques such a lining with grouting or tapered liners. Stabilisation of sewers in severe structural or service condition (including under railways).

These lining techniques and trenchless technologies would include but not be limited to: lining using cured-in-place-pipes; lining using cured-in-place-pipes for patch repairs; lining using cured-in-place-pipes with annulus grouting; lining using close-fit pipes; non-man entry in-situ coatings; spray lining; local repairs to manholes; local repairs to sewers via man entry; reinforced shotcrete placement and concrete placement; repointing/trowelled material; injection grouting; resin injection; lateral sealing/remediation; panel lining systems; stabilisation works; mechanical joint sealing.

Companies may apply for one or more lots. However those wishing to apply for lot 2, must also apply for lot 1. Preference may be given in evaluation to those companies who demonstrate that they are capable of supplying a greater part of the overall requirement.

Duration for each lot contract is 96 months. The initial term will be for 3 years with options to extend up to a maximum of 8 years.
